In a large pot, bring water or chicken stock to a boil over high heat.
Add the rinsed rice, reduce heat to low, and simmer for 45–60 minutes, stirring occasionally, until the rice breaks down into a creamy porridge consistency.
Season the ground pork with 1 tbsp fish sauce, soy sauce, and white pepper. Form into small meatballs or leave loose.
Add the seasoned pork to the porridge during the last 10 minutes of cooking, stirring to break up if desired.
Season the porridge with remaining fish sauce to taste.
Prepare soft-boiled eggs by cooking in boiling water for 6–7 minutes, then transferring to ice water.
Ladle the hot porridge into serving bowls.
Top each bowl with a halved soft-boiled egg, julienned ginger, sliced green onions, fried garlic, and fresh cilantro.
Serve immediately while hot.
