Bring a pot of water to boil. Cook the ground pork, breaking it apart, until no longer pink. Remove and set aside.
In the same boiling water, cook the shrimp until pink and cooked through, about 2 minutes. Remove and set aside.
Blanch the softened glass noodles in the boiling water for 30 seconds, then drain and rinse with cold water.
In a small bowl, whisk together fish sauce, lime juice, sugar, and minced Thai chilies until sugar dissolves.
In a large mixing bowl, combine glass noodles, cooked pork, shrimp, shallots, celery, and green onion.
Pour the dressing over the salad and toss well to combine.
