Place 1 tablespoon of filling in center of each wrapper. Wet edges with water, fold into half-moon shape, and pleat edges to seal.
Heat vegetable oil in a small saucepan over medium heat until shimmering. Remove from heat.
In a heatproof bowl, combine chili flakes and sesame seeds. Carefully pour hot oil over mixture and let sizzle for 30 seconds.
Stir minced garlic and ginger into the chili oil. Add both soy sauces, vinegar, and sugar. Mix well and set aside.
Bring a large pot of water to boil. Add dumplings and cook until they float, about 6-8 minutes.
Remove dumplings with a slotted spoon and arrange in serving bowls.
