In a pot of salted water, boil potatoes until fork-tender, about 15 minutes. Drain and mash with milk, butter, salt, and pepper until smooth. Set aside.
In a skillet, heat olive oil over medium heat. Sauté onion, garlic, carrot, and celery for about 5 minutes.
Add ground lamb or beef and cook until browned. Stir in tomato paste, Worcestershire sauce, broth, thyme, salt, and pepper. Simmer for 10 minutes.
Stir in peas and corn.
